除雪作業にご協力をお願いします

ここ数年極端な天候が続いていますが、様々な気象状況に対応できるよう除雪の準備を進めています。安全でスムーズな除雪のためには、村民の皆様のご協力が必要不可欠ですので、特に次の点についてご理解とご配慮をお願いします。

1.路上駐車・道路へのはみ出し駐車の禁止

除雪は基本的に、夜間から早朝にかけて行います。除雪の妨げとなる路上への駐車や道路へはみ出しての駐車はやめてください。

2.歩車道への排雪・雪の積み上げの禁止

除雪済みの道路や、無散水消雪施設のある道路へ自宅敷地の雪を出す方がいますが、大変危険です。通行中の車がスリップして歩行者へ飛び込む事故や、その場を避けて対向車と衝突する事故等の発生が予想されます。場合によっては、雪を投げ出した方の責任が問われる事にもなりかねませんので、道路への雪出しは絶対に行わないでください。

3.屋根雪の落下防止・落雪注意看板の掲示

屋根雪が路上に落下した場合は、速やかに片付けてください。また、万一雪の落下時に歩行者がいた場合、大変危険ですので、危険個所には注意を喚起する看板を立てるなどの対策をお願いします。

4.支障木の伐採

道路上に伸びた木や枝が通行や除雪に支障をきたす場合、切らせていただくことがあります。

5.スノーポールの撤去禁止

路上に立ててある竹ポールは、除雪を安全かつスムーズに行うためのものですので引き抜かないでください。

6.凍結防止剤の散布について

原則として朝・夕の1日2回、通勤・通学の時間帯に間に合うよう散布しています。凍結危険個所を中心に散布していますが、気温によっては再度凍結する恐れがあります。また、村では農作物への影響に配慮し、環境配慮型の凍結防止剤を使用しています。ご自身で凍結防止剤を散布する際は、周辺への配慮をお願いします。

7.自宅敷地内の雪の処理について

自宅敷地内の雪を、他の敷地に無断で排雪しトラブルになるケースがあります。自宅敷地内の雪をむやみに他の敷地に排雪することのないようお願いします。また、やむを得ず他の敷地に排雪した場合は、マナーを守って適切に処理してください。なお、住宅の玄関先や駐車場の出入口など道路と接する箇所には、どうしても道路除雪の雪が一部残ってしまいます。お手数でも家先の雪につきましては皆様で除雪していただき、近隣の方や道路利用者に迷惑が掛からないようご協力をお願いします。

8.雪押し場の確保について

近年、雪押し場の確保が非常に困難になっています。雪押し場が確保できない場合、周辺の除雪作業を行うことができません。より多くの雪押し場が確保できれば、効率的でスムーズな除雪が可能となります。道路脇に土地をお持ちの方のご理解とご協力をお願いします。

9.路上スキー・スノーボードの禁止について

路上でのスキー・スノーボードは、除雪の妨げになる他、事故につながる危険がありますので、絶対に行わないでください。

今年度も引き続き、降雪量15cmが出動基準となります。シーズンを通して安全で、効率的な除雪に努めてまいりますが、やむを得ずご不便をおかけすることもあろうかと思います。その際は何卒ご理解をいただき、除雪作業へのご協力をお願いします。

We have been experiencing extreme weather conditions for the past several years, and although the amount of snowfall this year is unpredictable, we will continue to improve our snow removal system so that it can respond to various weather conditions. In addition, the cooperation of the villagers is essential for safe and smooth snow removal work. In particular, we ask for your understanding and consideration of the following.

1.No on-street parking

      Snow removal operations are usually conducted at night or from early in the morning. Please do not park on the street in a way that interferes with snow removal.

2.Do not put snow onto roads

Some people throw snow from their properties onto roads where bulldozers have finished plowing or where there are no-spray snow removal facilities, but this is very dangerous. Your actions can be expected to cause the car which somebody is driving to slip, resulting in an accident where somebody hit a pedestrian or crashed with an oncoming car avoiding the snow you threw out.

Never throw snow onto the roads, as you may be held responsible for throwing it out.

3.Preventing accidents caused by falling roof snow and posting warnings.

If roof snow has fallen onto the street, please remove it as soon as possible. It is very dangerous for pedestrians when roof snow is falling. Please take measures such as putting up warning signs in dangerous places.

4.Trimming trees that interfere with snow removal operations

Please understand that we may cut off any branches that grow into the road that may interfere with snow removal work.

5.Do not remove snow poles

The bamboo poles stood up along the roads are for a smooth and safe snow removal operation. Please do not remove any poles.

6.About spreading of road de-ice

The road de-ice is usually spread twice a day, before the peak-hour to go and from work or school in the morning and evening.

Then, in consideration of the impact on crops, the village uses an environmentally safe anti-freeze. When you spray anti-freeze, you should be considerate too.

7.About snow removal in private areas

You may get into trouble by removing snow from your property onto someone else's property without their permission. There is also a possibility of problems at the front door of the house, parking lot, and other places bordering the road where there is no place to put the snow.

Please be responsible for removing snow from your property facing the road. Please cooperate with your neighbors so that there will be no trouble with them about where to put the snow. That will be to ensure smooth passage for road users. Hakuba Village asks for your cooperation in keeping the roads free of snow clumps so that everyone can pass smoothly at all times.

8.About snow disposal place

In recent years, it has become very difficult to find a place to put the snow for snow removal work. If there are a number of snow disposal place, snow removal work can be done efficiently and smoothly. Hakuba Village asks for the understanding and cooperation of those who own land beside the road for snow removal work.

9.Prohibition of skiing and snowboarding on the road

Please do not ski or snowboard on the road. These activities may interfere with snow removal operations and may also cause traffic accidents.

This winter, as in the past, 15cm of snowfall is the standard for snow removal work in Hakuba Village.

We will do our best to keep the snow removal work safe and efficient throughout the winter, but there may be times when it is unavoidable and inconvenient for everyone. We appreciate your understanding and cooperation.
